Since this critter is CR 1/3 in 3E (same as the dire rat and the skeleton, buffer than the kobolds and goblins), I'm guessing it should be level 1. Other than its plant qualities (which I'm not sure translate into 4E), and its poisoned claws, it's basically just another 1 HD mook.
In 4E terms, these should probably be skirmishers. I'm not sure what the best origin and type are; there aren't many examples of plant creature in the new Monster Manual. I'm choosing natural because aberrant and fey don't seem to apply. I'm even less sure whether they should be animate, humanoid, beast, or magical beast.
